New Delhi, September 2, 2026: The National Institute of Educational Planning and Administration (NIEPA) has inaugurated the National Conference on Innovations and Good Practices in Educational Administration, bringing together around 84 District and Block Level Education Officers from 22 States and Union Territories.
The two-day conference, being held in New Delhi, focuses on grassroots innovations developed by education officers to address challenges in school education administration and strengthen the implementation of government education programmes at the field level.
The initiative provides a platform for education officers to present practical solutions emerging from districts and blocks across India, highlighting the important role played by field-level administrators in translating education policies into effective implementation in schools and communities.
NIEPA Conference Focuses on Field-Level Education Solutions
The conference addresses an often less visible aspect of education reform: innovations developed within the public education system at the point of implementation.
District and block education officers regularly work with challenges involving infrastructure, human resources, teacher capacity, technology, community participation and student learning. The initiatives being showcased demonstrate how administrators are developing context-specific solutions while working within the existing education system.
The conference is also being held alongside the Awards for Innovations and Good Practices in Educational Administration for 2023–24 and 2024–25, through which NIEPA is recognising selected field-level innovations.
Vinod Shridhar Tawde Highlights Importance of Grassroots Experiences
Shri Vinod Shridhar Tawde, Hon’ble Member of Parliament, Rajya Sabha and National General Secretary of the Bharatiya Janata Party, inaugurated the conference as the Chief Guest.
The programme was presided over by Prof. Rama Shanker Dubey, Chancellor, NIEPA. Prof. Shashikala Wanjari, Vice-Chancellor, NIEPA; Prof. Vineeta Sirohi, Programme Director and Head, Department of Educational Administration, NIEPA; and Shri Surya Narayan Mishra, Registrar, NIEPA, were also present.
Speaking at the event, Shri Vinod Shridhar Tawde emphasised the importance of making education and examination systems more responsive and inclusive. He said that grassroots experiences shared by teachers and education officers are important for making reforms more effective and responsive to the needs of students.
He also assured participants that concerns and issues raised during the conference would be taken forward for appropriate action.
Innovations Cover Digital Education, Infrastructure and Teacher Capacity
The innovations being presented at the conference cover a broad range of areas related to school education and administration.
These include:
- ICT-enabled education and digital classrooms
- Mobilisation of physical, human and financial resources
- Strengthening school infrastructure
- Community mobilisation
- Skill and language development
- Teacher capacity building
- Improving school management and administration
- Initiatives aimed at enhancing the overall quality of schools
The diverse range of initiatives reflects the different challenges faced by schools and education administrators across India’s states and Union Territories.
NIEPA Seeks Wider Adoption of Successful Practices
A key objective of the national conference is to ensure that successful innovations do not remain confined to the districts or blocks where they were originally developed.
Participating education officers are presenting their initiatives before peers and academic experts. This provides an opportunity for the practices to be examined, discussed and evaluated, while also creating scope for successful approaches to be documented and shared for wider adoption or adaptation.
According to NIEPA, nominations for this year’s programme were received from almost all regions of India, with 84 nominations shortlisted for the Award and Certificate of Appreciation.
The participation demonstrates the breadth of grassroots interventions currently taking place across India’s education system.
Over 60 Representatives to Receive Recognition
Prof. Shashikala Wanjari, Vice-Chancellor of NIEPA, highlighted the scale of the challenge facing India’s education system and the importance of grassroots intervention.
She noted that a large number of children remain outside the education system and stressed the need for greater awareness, sustained efforts and innovative solutions at the grassroots level.
More than 60 representatives from different parts of India are being recognised through awards and certificates as part of the programme. The recognition is intended not only to acknowledge their contributions but also to encourage the sharing of practices that could strengthen education delivery nationally.
NIEPA’s Innovation Awards Date Back to 2013–14
The current initiative builds on NIEPA’s Awards for Innovations in Educational Administration, which were instituted in 2013–14.
The programme was established to recognise education officers who develop and implement innovative practices, document these interventions and facilitate their wider dissemination.
The awards also seek to provide greater visibility to grassroots innovations that may otherwise remain localised despite having the potential to contribute to improvements in educational administration.
Awards Ceremony Scheduled for September 3
The technical sessions of the two-day conference provide participating officers with an opportunity to present their innovations and exchange experiences with peers and academic experts.
The programme will culminate in the Awards Ceremony on September 3, 2026, when selected District and Block Level Education Officers will be recognised for their innovations and good practices in educational administration.
The conference represents NIEPA’s continuing effort to connect policy, research and field-level implementation while encouraging practical innovations that can contribute to stronger and more effective school education delivery across India.
